Oh, I see what the problem is! You see the toolbar for the Custom Shape tool at the top? Near the left, there are three options. One looks like a frame, one looks like a frame with a pen tool inside it and the other looks like a rectangle. Right now, you have the middle one ("Paths") selected. You need to have the rectangle ("Fill Pixels") selected to actually have the shape appear. Hopefully that should work!
