Registration Target Two is normally a shape that comes along with the default presets of PS CS2.
I've uploaded the web shapes file that Registration Target Two is part of here (http://www.box.net/shared/7vq5ex484c) and you can try and see if you can use that to open the shape file in Photoshop.
You'll need to put the file in the following:
Program Files >> Adobe >> [Your version of Photoshop here] >> Presets >> Custom Shapes
If that doesn't work, I don't know what to suggest because I wasn't sure about how available this shape was in other versions of Photoshop. But I hope it does work! :D
